Ingredients:
- 14 oz (400g) penne or rigatoni pasta
- 2 tablespoons olive oil

- 1 green bell pepper, sliced into strips
- 2 garlic cloves, minced
- 7 oz (200g) cream cheese
- 1 cup milk
- 1 cup shredded mozzarella cheese
- ½ teaspoon crushed red pepper (optional)
- Salt and black pepper, to taste
- Fresh parsley, chopped (for garnish – optional)

Instructions:
1. Cook the pasta
Bring a large pot of salted water to a boil. Add pasta and cook according to package directions until al dente. Drain and set aside.
2. Cook the beef and vegetables
In a large skillet, heat olive oil over medium-high heat. Add the ground beef (or sliced steak) and cook until browned and fully cooked through. Add the onions, bell pepper, and garlic. Sauté for 5–7 minutes until the vegetables are softened.
3. Make the creamy sauce
